So a buddy of mine encountered an issue, the website displays properly when on a screen that's 1440px by 1024px, however on a smaller screen you have to scroll to see further down. We've both been searching and can't figure it out, now it could be the fact that it's made primarily from pngs that the scaling doesn't work properly or it could also be that we're both idiots and it's actually very simple, whichever the case we can't figure it out So hopefully someone can. Overflow-y:hidden will not fix the problem as that would only prevent scrolling and the content of the page stays as is. We've also tried getting JS to detect the window size and it also doesn't seem to work.

SO, i'm 100% certain that it has a scroll on my screen because of the odd sizing HOW ever the issue was resolved, it turns out the person who was receiving the website didn't have their zoom set to 100% so it looked weird for them..... sigh... some people....

As we resize the browser, the row height will change so that everything in col-10 fits. I am using object-fit:contain to keep the image proportions correct. I need the "stack-Txt" div to resize with the image so that the text will stay centered over the image

My "home" button goes up into the div as I condense the page. What is the best way to stabilize the button so that it will stay in center of the div as the page is condensed? You are missing the important responsive meta tag:
<meta name="viewport" content="width=device-width, initial-scale=1">
But you are using Bootstrap, which is a responsive framework. So, the answer to your question is to study and understand Bootstrap, along with more general studying of what it means for a site to be responsive.
There is a lot more to making a website responsive than just changing one or two things. You really need to plan on how each element or container of those elements is going to be responsive in their own right. Also, how your wrap or container of all content will behave as well as how your images, text/font, etc... will also be responsive.
This is too broad a question to be answered simply.
Since you are already using bootstrap, I would research how to utilize this to it's full potential and you can easily make your website responsive.
As you guessed, media queries are a good way to do this.

There are two ways you can go about setting your breakpoints - by min width or max width.
Since you've already written most of the styles, min-width probably makes more sense. If you have multiple breakpoints you can combine min-width and max-width into a single query to avoid conflicts with other media queries.

You can create small circle on outer big circle using before and after property in css. I have tried this. I am able to create two circle's. hope this helps you to get right way... (I will update if I able to create third one or multiple)
