I'm looking for a voice control script for my website (it's like an app) working offline running on localhost with no internet access. I used talater.com/annyang, it super simple to use and works perfectly, but needs internet access to work. My question is: Do you know any voice control scripts that I can use offline (localhost, no internet access)? Thanks!

There they suggested PocketSphinx JS. Also, some browsers now have a Web Speech API which you could implement or if you have Node.js at your disposal then there's a number of speech recognition packages (first brief npm search gave me this one: Speech Tree).

I would like to access a special hardware (a penta scanner, for the wisest ;) ) from a web page.
The aim is to retrieve the information from the scanner and compute it on server side.
The problem here, is that I have to summon functions from a DLL that has to be on the client side. I have two leads for that:
Develop a COM DLL and use ActiveX
Try to get through a homemade extension for a web browser in order to communicate with the local DLLs.
I've tried the first option, and I got stuck and I've posted another thread about it. Anyway, even if it works, there are too many constraints about it (as to use IE or the fact that even Microsoft is not fond of this feature and banned it from edge).
The second method is something that I found on another forum but, I do not understand how I can interact with a browser extension (whatever the browser).
So what I am asking is:
Is it possible to use a web browser extension as a medium to a local DLL and if so, would you be so kind as to give a hint about how to do ar anything that might look like a start about how to do it (even just some key words to use on google, since mine didn't get anything)....

Based on my understanding, the motive to develop an Extensions is to enhance the feature and functionality for particular web browser.
You cannot control any hardware devices like printer or scanner with it.
So if your goal is to control the scanner from your web page with the help of any kind of extension than I think you cannot do this with Extension.
Can anyone explain me the possibilities of creating a web chat (i.e similar to whatsappweb) which works without internet connections the only possible way that these device communicate is either by WiFi or Bluetooth (i.e Peer to peer). If it is not possible on earth could then explain why?
I've come across some javascript files like peer.js. But it uses internet i think. I want it to work without internet connectivity.

However WebRTC is a relatively new system that is not widely supported - so consider it experimental at this stage - but it has the backing of Mozilla, so it might end-up somewhere.
However you are limited to the capabilities that WebRTC provides - and as your code is still JavaScript that runs in the browser you will not have access to any kind of actual networking API (such as Berkeley Sockets) or lower-level control of hardware, such as the ability to create Ad-hoc Wi-Fi networks, new Bluetooth Personal Area Networks, or LE Bluetooth connections... at present.
Google is working on making a Bluetooth API available that runs in the browser. Presently it is only available to Chrome Extensions, but it may soon be available in web-pages in general: https://developers.google.com/web/updates/2015/07/interact-with-ble-devices-on-the-web
Ofcourse there is a way to make this happen. You would have to set up a webserver on the device with this webapp. You could then connect with localhost or 127.0.0.1 . Other people would have to join your hotspot and connect to your ip address.
If you want to connect automaticly you would have to write a real app.
Browsers run in a "contained" mode. No hardware access is possible from any script ran inside the browser, thus there's no way to initialize and setup the device to start direct communication.
I'm using a JS plug-in called Annyang, a Speech Recognition tool and of course it requires a working mic. Everything works just fine with normal Internet connection, but when I disable my Internet Connection, the plug in won't work at any level. (and I did check the plug-in's JS file and found nothing that needs any Internet Connection to be functioned.
Is Chrome microphone supposed to be not working if there is no Internet Connection ? Or something is wrong with the plug-in..?

It's not the microphone that needs internet connection,
it's google's implementation of speech-recognition API, which sends the recorded data to their server to get the computed STT.
Nothing you can do on your side, not an Annyang bug either.
Some dev blogs have published information about the "fb://" url scheme for opening various views in the Facebook iPhone App. No matter how much I've searched, I haven't found one word from any official Facebook source about this.
Since the information is public anyways, I'm sure I'm not the only one who'd like to know, whether using this url scheme is officially approved, am I allowed to use it, does it work correctly, and if it's not approved, will it be and what's the approximate schedule for that?

It's there to support the iOS push notification system (i.e. you get a push notification that says "Friend's Name tagged you in a photo", and you tap on it, it takes you straight to the photo).
I'd assume it's not intended for third party use and therefore subject to change. Hell, Facebook's public-facing APIs are subject to change on a whim anyhow, so I'd be especially cautious about something they hadn't documented.
It's for iOS only. The iOS API lets you define you own URL scheme, so Facebook must have developed their application to register the fb:// URL scheme on iOS devices. It's not a feature that was created by Apple, it's something you, the developer, can make up.

You can use it from your own applications on iOS, but only if the Facebook application is installed. There are, however, plugins and browser extensions out there that mimic the behavior by handling the fb:// schema on your desktop browser.

Is it possible, with some sort of technology, to integrate voice recording into a mobile web application?
Some background:
I have been working on a mobile web application just for my own enjoyment and research. Everything seemed to be working pretty slick with HTML5/CSS and JavaScript for the client application, although it looks like I need a third party technology for voice recording. I had a pretty good solution working with Flash, but after testing it with my IPhone, I had remembered that they don't seem to support flash which is disappointing because I had a pretty good solution going.
Voice Recording Requirements:
1. Must work with both iOS and Android.
2. Must work in most current versions of Firefox, Google Chrome, Internet Explorer, Opera, and Safari.
3. Must work within the framework of a mobile web application.
4. Must be able to record without being actively connected to the internet.
5. The client application shouldn't require the user to alter their phone OS.
I tried to be as specific as possible to assist in allowing you to answer this question accurately. If anything is unclear, just let me know in a comment below, and I will further clarify.

Work for most of the mobile browsers, but it works not well because it will require native recording app and needs to active manually.

So far, only the Chromium support it well in mobile.
So, I gave up the web app. Hybrid app is the solution.
If you want to try the hybrid app for recording, you can check the Cordova Plugin https://github.com/emj365/cordova-plugin-audio-recorder-api that I created for recording task in the hybrid app.
It looks like in the years since asking this question a solution has surfaced. This solution has come in the form of MediaStreamConstraints dictionary audio property.
The Web API docs from Mozilla have a very nice example shown below:

If you want to record it as an audio, I think you can only make it for Chrome dev, Chrome canary, Opera next, and some mobile browser.
Using the WebRTC getUserMedia() API then make the blob URL of the audio data URL to save it.
If you want to record it as text maybe you can use <input -x-webkit-speech/> for webkit browsers. Make an event that make every-time it stop recording it'll add the currently recorded speech to an element and start recording again. Finally, make a blob URL to save it as a text file.
