SOLUTION:
All I had to do was change section-center alignment that was causing page overflow.
Problem
When I open the modal windows (overlaying window, like what sites use to ask you to sign up for a newsletter before you leave) on the first page, they all work just fine. When I scroll down and open a modal window on the second or third page, it breaks the alignment of elements behind the modal window.

As you can see in the first picture, it works just fine on the first page. The issue occurs on pages two and three, and it appears to be something happening to the alignment of the background elements.

It should be like in Google Maps when you explore the nearby. So like a slide up div from the bottom. The title should be visible when it's not expanded but not the notifications. When I click the title, I want to smoothly expand the element up to 85 percent of the viewport so that the user can scroll trough the notifications. When he clicks the title again, it should go back down to the initial state.
Is this possible? If yes, how?
To change between two states, expanded and collapsed, you'll need some kind of JavaScript.
As far as the CSS, I'd suggest for #wrapper instead of using bottom: 0, using something like top: calc(100% - 42px) (the 42px should be whatever the height you want to be visible) for the collapsed state, and then top: 15% for the expanded state.
For the "smooth" part of it, you just need to add a transition animation.

This is definitely not something caused by your code, but by the browser. Confirm by trying to use other browsers too.
There unfortunately isn't much you can do. You can wait for them to fix it, or you can try a different approach which happens to not screw up with the rendering, but those are the only options as I see it.

You should use callbaks in order to make it work consecutively like overlay -> modal. That disturbance is related to fading in your modal - it is hapenning at the same time as the overlay appeares. They overlap and get animated so we see some weird visual effect related to page rendering while animating.
I am trying to show a spinner when a button is clicked to indicate that browser is performing actions behind the scenes.spinner is showed right after I click the button on the Firefox browser but not on the Google Chrome browser. On Google Chrome browser there is a delay of 8 seconds. I have debugged it on developer tools while the action has performed but I do see that class attribute is been added to the html code right when the button is clicked.

In Google Chrome, the loading div appears right away on click of the button.
If you are still experiencing problems, try to preload the spinning image on the page. It may simply be that the image itself is taking some time to load and there is not a delay in your code.

I am observing this in inspector and I can't figure it out.
I have downloaded source code and it set a watch in photoswipe-ui-defaults.js in this last line:

When you click to the "share" button somewhere in js .pswp__share-modal--fade-in class attaches to the same element with this css:

As you can see the general idea is to turn opacity to 100% when share modal is active. Blur effect is exist cause actual modal background has rgba(0,0,0,0.5);
What you have to do is add an extra div, make it full screen, and then add a background to the div. I have an example here (it looks ugly but you'll catch what I'm trying to say).

Mozilla.com has this tab on the top of their site that you can click and a menu drops down. I have a client who wants me to do the same thing but upside down, from the bottom half of the page. Apparently this is a really hard request. How do I make something like tabzilla that goes up and either overlaps or pushes the content away? Thanks!

Also, clicking the '337-9147' will expand the menu. I only want the button region to be clickable. How can I accomplish this?

I took a similar approach as others, in that you set a div to have a fixed, or absolute position at the bottom of the screen (depending on whether the tab should always be visible, or only at the very bottom). Then, you can write some very simple javascript to vary the height of the element, and as the bottom is fixed, it will cause the tab to rise into the screen.
Essentially all you need is
