You are using just wrong selector: the #secondYearCB is not a first child of #div12. Use descendant selector instead:

The same reason is for select - select is not input! Use just:

Both selectors are wrong to the CHECKBOX and SELECT.
Checkbox, as you are using an ID in it, just use the ID:

The Selects, they are not INPUT, so use only the "select" word.

When the form is submit the value of the selected option is sent. The problem is because you're using this value to match the child option elements to the parent.
To fix this you need to use value as it was intended, ie. to hold the value you want to send to the server when the form is submit, and use a different method for grouping the option elements between select. I'd suggest using a data attribute for this instead, like this:

With jQuery you can use .hide() and .show() to toggle element visibility. First however, you can check if the value of a select (for example age) was changed. Based on the logic you want to have, you can for example check what the value of the change was and do something if it matches a condition.

I have a form with 2 radio buttons and when either button is toggled it shows or hides a certain fieldset. The issue I have is because the fieldset is just hidden so when the form is submitted it still takes the first fieldsets values.

When submitting a form, you cannot have two inputs, selects, or textareas with the same name in the same form. Doing so will cause confusion and probably end up the wrong info being submitted. There are two ways you can fix this.
Method 1:
Change the
<select id="lpricemin" name="min">
<select id="lpricemin" name="lmin">
to
<select id="lpricemax" name="max">
<select id="lpricemax" name="lmax"> respectively.
This will allow you to handle the data from lmin and lmax and ensure you get the info from the second fieldset.
Method 2:
Put the second fieldset in a different form. Then just change the jQuery to show the forms instead of the fieldsets.

Method 3 would be to change the switch the content of your select through Javascript rather than toggling through visibility. You can do that through:
