Having just tested it in more browsers, it happens in Opera, IE 9 and Firefox as well.
It seems to work fine in sites like jsbin, jsfiddle, etc... but if you just create a HTML file with that code and run it in the browser, then the problem happens.

When the page is scrolled to the top, the dialog will work fine. But the further you scroll down the page, when you then try to move the dialog using the handle, it jumps down the page by about the same amount that you have scrolled.
The bug seems to have been introduced in jQuery ui 1.10.3. When I switched back to 1.10.2, the dialog acted normal.

First include jquery as well.
Second place your scripts before your dialog in html so that it loads and hides the dialog before it could show up itself on your page. Here's the code (keep your myJsFile.js intact):

I am trying JQuery Mobile for the first time and have not been able to trigger a response to a button being pressed on my iphone 4S which runs iOS 7.1. The click event is triggered in the browser on my computer but not on the device. I can see that this is a common issue and have tried the various proposed solutions but they dont seem to work for me. My code is very simple. The markup is

As you can see, I have tried the trick of setting the cursor to pointer. I have also tried catching the 'vclick', 'touchstart', 'touchend' and 'tap' events. None of which trigger the alert on the iOS device. Help would be appreciated.

I am new to javascript and am trying to make a simple dialog open when the page opens, but it simply just displays the text of the dialog as if its a normal paragraph, no dialog. Here's my index.html:

And my maincss.css simply puts a background image in for the body nothing else, and the js/jquery.js file is the latest version of jquery, and I ensured it is linked right by loading the page, viewing page source, then opening the js file by clicking it
You need to include jQuery UI to take advantage of the dialog.

I'll assume you're trying to use jquery-ui dialog, if this is the case, you need to include jquery-ui files

You could pick a different theme if required
Your code looks good and it is working. My guess is you're not properly importing the jQuery or jQuery UI.
Updated with reference to MaVRoSCy comments and take a look at this fiddle, working good.
Okay so I'm wrapping up a my website and I'm having issue with FireFox and Chrome. The issue is the same for both browsers so I'm guessing it's an easy fix and I'm just being dumb.
So I'm using bgStretcher from ajaxblender.com. Everything works wonderfully on IE9 but when I load the site on FireFox and Chrome, bgStretcher is either not loading or not loading correctly. The background does not function as the background and the divs are pushed to the bottom and moved all out of whack. The HTML code is as follows:

First thing I would try is swapping the order that you're loading the css. Put the bgstretcher.css call last instead of first.
Another thing to consider is using background-size:cover for modern browsers. You could put the bgstretcher calls(both js and css) in an IE conditional statement to handle the background for IE.

I am using jQuery UI.Dialog. I'm having a small problem, when I click the link to show dialog box the text from #Test disappears and the modal overlay is shown but the actual modal box is not displayed.
Using FireBug the dialog box is created but has Display:None so is not shown. Also, if I change this in firebug to Display:Block the dialog is shown but it is on the left hand side of my page... any suggestions?

You might want to add to the click is e.preventDefault(); so it doesn't try to load the # which may refresh the page.

<A> is not a block-level structure, that might be causing some trouble.
Try wrapping it up in a DIV, then make that div in the dialog instead.
I had the same problem and it turned out that the CSS file was not being found. Use firebug to load the css file. You might find that what shows up in Firebug is a "404 Not found".
