I have 2 questions on setting viewport ?
Is the meta tag the only way to set viewport? I mean is it possible through JS or some other way?
I have a Java app (uses JSP/Struts, etc). So can I set it globally from a single place? If yes, can I override it for a particular page if I need to later ?
You can set the viewport via meta tags and CSS.

Javascript has a reiszeTo() function that forces the window to change and clientWidth for adjusting the viewport width. This article explains how to combine CSS meta tags and JS to adjust the viewport.

to dynamically force the size of the iframe content to match the user's browser window?
This will combine the solution to my original question with a secondary solution to provide the perfect fix for my problem here.
(My goal here is actually to place this Twitch feed as a background to my webpage - resizing the actual content of the iframe is actually a very unusual but additional treat here, because of the way Twitch's url works!)
To be clear, I'm very early in my learning of JS, and looking for a beginner solution to take the browser window size to dynamically control the parameters in this url to control the size of the content in this iframe.
width=1280&height=1280&
are the key lines here. I need to make these measurements follow the viewport size instead of being static. What method is best to do this?
I don't know if I get your question right but changing the width and height parameters of your iframe can be done by this (used jquery for getting height and width of window cross browser)

All objects are placed in absolute positions. Unfortunately this doesn't enable vertical scrolling.
I've read that using position:static in a parent element (in my case, the DIV sections-wrapper ) would do the trick, and yes a scrollbar appears, but the contents seem visually destroyed when I attempt to scroll after setting position: fixed to my sections-wrapper DIV.
I'm new to HTML5 so if anyone could give me a hint I would be most thankful!

I found out the answer to my own question.
The solution was to manually (via JavaScript) set the height of my "sections-wrapper" and "background" to match the height of the contents of the sections within the "sections-wrapper".
This is because the "sections-wrapper" doesn't know automagically how tall is the stuff within itself, so we must tell it ourselves. The downside is that we must always be updating this values when the contents change height within the wrapper. Not too bad.
so if the stuff within my wrapper is eg. 1200px:
$('.background').css('height', '1200px');
$('#sections-wrapper').css('height', '1200px');
I regularly detect window width via enquire.js or media queries, but what if I want to style things differently based on the width of an element, say a div, and then change the appearance of its children based on its width? Thanks. I'm using SASS if that helps.
I have added image map on my map based web page.
Since it is supposed to work on different resolutions, hot-spots defined in the image map have to be dynamically changed when browser viewport size changes.
ex: when I initially place a hot-spot in India and change the browser size it should still
placed on India not in somewhere else.
I saw that there is a property called "coords" containing 3 parameters.
Does these properties dynamically change when it changes the browser viweport size?
Or can I make them dynamically changing?
Or going to javascript is recommended?
(As far as I tested they are fixed to absolute locations.)

Is it possible to use an iframe with a fixed width (.ex. 75%) and a dynamic height? Want I want to achieve is that when the page that is loaded into the iframe, it will not be wider than I have specified, but the lenght needs to be according to the page its content. Is it a page with 5 lines text, the frame will be just big enough to display these 5 lines. Are we loading a large document with 1000 lines, the Iframe height will be automatically adjusted.
Prerequisites:
The url in the frame is on a different domain from the parent.
The code should work on mobile phone browsers too.

I know you'd like to avoid it, but it really shouldn't slow you down so much that it'd be a burden on your site. I've done far crazier things with jquery and it's handled it like a champ. When talking "dynamic" it's usually a safe bet that you will need to touch some javascript at some point :P

As for making it dynamic? You could setup an interval to adjust the height.
Something like this:

var contentHeight = $(selector)[0].scrollHeight;
$('#iframe-id').attr('height', contentHeight);
}
Then you either load it on page load or you wrap it in a setInterval.

IFrame height can be manipulated using the page rendering code, or JavaScript...but there is no way for the iframe to dynamically resize based on content.
