I've got this simple button made using jquery UI with a very simple click functionality:

At some point I enable the button like this:
$('#bewerkopslaan').button("option", "disabled", false);
Then I can click the button but... nothing happens. Then I click it again and it works.
So I always have to click it twice.
I wrote exactly what you mentioned but, the code works great. Look here.
The code you provided will enable the button correctly from my testing, however, the button having a disabled state does not disable the click event you've added. If you want the button to be truly disabled you need to bind the event only when you enable the button and unbind the click when you disable the button.

I'm not sure if it self-corrects for you, but the / should be at the end:
$('<div/>')
Additionally, even when you create your formDiv you never append it to the DOM. Probably the ideal place to do that would be in the AJAX callback. Something like this:
formDiv.html(response);
$('body').append(formDiv);
You can append it anywhere you like really, I'm just using the <body> element as an example.

First, you need to add a <form> element. Then add assign an id, a target file and an onsubmit function. We'll write return firstModal().
Let's create firstModal(): using the .dialog from jQuery UI we create a modal with two options: one Close and the other Send. Then we link the first to $(this).dialog("close") to close the dialog and the other to document.getElementById("myForm").submit() which allows to submit the HTML form to the target file set in action.

Using this technique we need to make sure that confirmFormDialog() returns false. This way the HTML form doesn't submit when the input button is clicked. By removing this default behavior we decide when to submit the form with .submit().

I've a jsp with a form that include another jsp with a div (that's a JQuery dialog) and in the dialog I've a form that I've to validate.
My issue is: I cannot create an inner form opened in a dialog. So when I try to validate it, I get following error: Uncaught TypeError: Cannot read property 'form' of undefined.

Note: I can't remove the external form and I have to validate only the fields inside my dialog.
You are getting that error because when you call $("#myDialog").dialog() function of jQuery, myDialog div loses the form from it's inner html.
Please put html back after dialog and before open dialog functions

The tooltip always reads "test." I've tinkered with a few others things to no avail. I suspect I'm overlooking something obvious.

Above code might help you.
$.tooltip(string) calls any function within the Tooltip class. And if you look at Tooltip.fixTitle, it fetches the data-original-title attribute and replaces the title value with it.
You can use the element id or class to make it more specific.

I have a solution for similiar case. I change the title in tooltip dynamicaly with ajax.
first just enable the tooltips:
$('[data-toggle="tooltip"]').tooltip()
Then change the title attribute, then re init the tooltip

I may be a bit too late but my solution to this was to change the data-original-title
$('.sample').attr('data-original-title': 'new title');
This changes the bootstrap tool tip title automatically.
I created an Autocomplete form. I followed this simple documentation to create a button together with its click handler script. Clicking this button shall toggle RTL support for the form.

I think you missing some point from the tutorial :
you need to put all of your component to a container element and apply the k-rtl class to the container
you have a problem on your js where you dont have element with id speakerForm
UPDATE
3. as your comment i, i observe the behavior of the k-rtl and kendo autocomplete widget and the result is the suggestion will be still on the left side if we create the widget first then adding the k-rtl clas. So what do we need is the container having the k-rtl class first then initializing the widget.
4. i updated my code so that every time you click the button the #autocomplete div will be removed with its parent( result from kendo autocomplete which is a span) then append new element and re-initializing the kendo autocompelete widget
