Problem: When I tried the following code in Meteor.js, the file is downloaded by Chrome as download (1) without any file extension.
Is e.target.download = "data.csv" supposed to both trigger the download of the file and rename it to "data.csv"? The naming of the file does not seem to work when using e.target.download

You are invoking a JS Function called "open" with two params. (https://developer.mozilla.org/en-US/docs/Web/API/Window/open)
Try creating your own JS download function inside of a script file / tag and invoking it.
The crucial part to save a file in the downloads folder is to set the download attribute of the a tag.
It could look something like this.

The file will still be opened if configured so in the users browser, but it will also be stored in the download folder.
I am creating an App for Android using Cordova, and I would like to open and display a file (PDF or image) that is served from the server as Base64-encoded binary data.
Of course I have read the multiple other posts on the subject that already exist on this website, but none of the proposed solutions have worked for me, more details below.
To be more precise, the server sends a JSON-file to the app, which among many other things contains a string consisting of the base64-encoded contents of a PDF file. I want to convert this data back into the represented PDF and display it to the user.
If this were a pure browser page, I would simply package my base64 data into a data-URL, attach this as the href of some anchor, and add a download-attribute. Optionally I could wrap all of my data into a blob and create an object url for that first.
In Cordova, this does not work. Clicking the <a> does nothing. Here is what I have attempted so far:
Using the file plugin, I can write the binary data to a file on the device. This works, and using a terminal I can see that the file was downloaded correctly, but into an app-private directory which I cannot access normally (e.g. through the file explorer).
Accessing the user's "downloads" folder is blocked by the file system
Using window.open with the file path as the first argument and "_system" as the target does nothing. There is no error but also nothing happens. Setting the target to "_blank" instead, I get an error saying ACCESS_DENIED.
Using cordova.InAppBrowser behaves the same was as window.open
With the plugin file-opener2 installed, the app will not compile, because the plugin is looking for an android4 toolchain, and I am building for android 9 and up
The plugin document-viewer (restricting to PDFs for the time being) suffers the same problem and does not compile.
Passing the data-URI to window.open (or cordova.InAppBrowser) directly loads for a very long time and eventually tells me that the desired page could not be loaded.
The PDF file I am using for testing is roughly 17kb after converting to base64. I know this is technically above the spec for how long data-URIs can be, but Chrome in the browser has no trouble with it whatsoever, and using a much shorter URI (only a few dozen bytes) produces the same behavior.
Ideally, what I would like to do, is download the file and then trigger the user's standard browser to open the file itself. That was, I would not have to deal with MIME types and also it would look exactly how the user expected from their own device.
Alternatively, if that doesn't work, I would be ok with downloading the file into a system-wide directory and prompting the user to open it themselves. This is not optimal, but I would be able to swallow that pill.
And lastly, if there is a plugin or some other solution that solves the problem amazingly, but for PDFs only, then I can also work out something else for images (e.g. embedding a new into my app and assigning the URI to that).
I would be thankful for any suggestion you might have on how to solve this problem. The code I use to download the file currently is shown below.

I managed to solve the problem.
As per the documentation of the file-opener2 plugin, you need to also add the androidx-adapter plugin to correct for the outdated (android 4) packages. With the plugins file, file-opener2 and androidx-adapter installed, the complete code is the following:

I have made a user interface to fetch data from a MySQL table and visualize it. It is running on a bokeh server. My users connect remotely to the server using their browser (firefox). This works perfectly fine: I simply import the table into a pandas dataframe.
My users also need to download the table as excel. This means I cannot use the export_csv example which is pure javascript.
I have no experience with JavaScript. All I want is to transfer a file from the directory where my main.py is to the client side.
The technique I have tried so far is to join a normal on_click callback to a button, export the information I need to 'output.xls', then change a parameter from a dummy glyph which in turn runs a Javascript code. I got the idea from Bokeh widgets call CustomJS and Python callback for single event? . Note I haven't set the alpha to 0, so that I can see if the circle is really growing upon clicking the download button.
At the bottom of my message you can find my code. You can see I have tried with both XMLHttpRequest and with Fetch directly. In the former case, nothing happens. In the latter case I obtain a file named "mydata.xlsx" as expected, however it contains only this raw text: <html><title>404: Not Found</title><body>404: Not Found</body></html>.

Trying out Eugene Pakhomov's answer, I found what was the issue.
The javascript code I named JScode_fetch is almost correct, however I get a 404 because it is not pointing correctly to the right path.
I made my application in the directory format: I changed my .py file to main.py, placed it into a folder called app, and changed this one line of code in JScode_fetch:

You can see the problem was that it was trying to access localhost:5006/output.xlsx, instead of localhost:5006/app/output.xlsx. As it is in directory format, the right link is now localhost:5006/app/static/output.xlsx to count for the static directory.
I also changed a few lines in the download function:

edit: I have added , {cache: "no-store"} within the fetch() function. Otherwise the browser thinks the file is the same if you have to download a different dataframe excel while using the same output.xlsx filename. More info here.
bokeh serve creates just a few predefined handlers to serve some static files and a WebSocket connection - by default, it doesn't have anything to serve files from the root of the project.
Instead of using the one-file format, you can try using the directory format, save your files to static directory and download them from /static/.
One downside of this approach is that you still have to write that convoluted code to just make your backend create the file before a user downloads it.
The best solution would be to go one step further and embed Bokeh Server as a library into your main application. Since you don't have any non-Bokeh code, the simplest way would be to go with Tornado (an example).
bokeh.server.server.Server accepts extra_patterns argument - you can add a handler there to dynamically create Excel files and serve them from, say, /data/. After all that, the only thing that you need in your front-end is a single link to the Excel file.
I recently stumbled upon this JSFiddle about how to convert a table to Excel file directly without any fancy plugins. It really suits my need, but it has a flaw, I can't rename its file. Chrome renames the file to download and Firefox gives a random name to it.
