I am interested in making a tabbed display on a web page I am working on. I need to apply my own styles, so I would like to find a javascript library that provides very little styling out of the box and makes customization as easy as possible.
Features I would like:
Specify the Image used for the tab.
Tabs can re-size to fix the text inside of them.
Relatively easy to apply my own styles.
I looked at jQuery UI Tabs but it does not seem like it would be too easy to apply my own styles if I don't use their tools to do it.
I also looked at jQuery Tools, which seemed a little easier to customize, but appears to require that you use fixed length images for the tabs.
Can anyone recommend a good js library for creating customized tabbed navigation? Am I just making customization of the two libraries mentioned above harder than it needs to be?

I know it can be tempting to often use libraries for something like this, but it is very straightforward and you'll know all about how they work, which will allow you customize them far easier than nearly other plug-ins.
With jQuery-UI you can easily change the styles with css, you do not need any fancy tools ^_^

jQuery is the core library. jQueryUI is built on top of it. If you use jQueryUI, you must also include jQuery.
jQuery Tabs preceded jQueryUI library. jQueryUI Tabs is based on jQuery Tabs. The current version of jQuery Tabs is Tabs 3. If I recall correctly (I vaguely remember looking through the source code about a year ago), Tabs 3 is very similar to what's in jQueryUI. The jQueryUI version, of course, respects the Themeroller themes.
I used jQueryUI in one project. It has some nice features, but there are few widgets and it seems to be advancing at a glacial pace (seems like the same six widgets have been there for over a year). Maybe it'll get a second wind. If I recall, one of the things that bothered me is that in many of the widgets, there was no visible difference between the hover state and the click state.
So I would not recommend jQueryUI at this time for its widgets. You may want it for the effects and the draggable/dropable interactions handling.
The widgets in Google's Closure library and the widgets in ExtJS seem more useful, in my opinion.

jQuery UI is built on top of jQuery. It offers cool user interface enhancements.

You'll also discover that you can't live without jQuery. It's a crucial piece to almost any web application. And since it's footprint is so small you can get away with including on most if not all pages.
jQuery UI however is heavier with css and images. It can also be difficult to get the style to work with existing applications. I find myself using jQuery UI components some of the time and jQuery nearly all the time.
Can anyone give me a light how to develop a site without jquery and javascript.
Currently I have a carousel developed using by jquery cycle plugin, but as we changed the mind that we should implement our site believing 'web for all, using progressive enhancement', sounds good to me but have no idea how i'm gonna modify my exisiting carousel and accordion to run if javascript is disabled.
I have to run those carousel and accordion without javascript or minimal use of javascript. Using only css3 and html5, so if javascript is OFF still users can view. Currently without javascript, accordion breaks, simply it displays all the contents and carousel just stucks!
I'm just looking for some ideas, how to run my existing carousel, accordion without JS.

Interactivity on websites is delivered through CSS and Javascript. If you disable Javascript, you'll have to do all interactivity with CSS.
CSS3 is certainly able to generate carousels. See http://speckyboy.com/2010/06/09/10-pure-css3-image-galleries-and-sliders/ for some examples. Still, while this is nice and solves the problem for people that don't have Javascript, it creates just as much problems for people with older browsers that don't support CSS3...
Tell your boss that there will always be people that don't have Javascript, don't have CSS3, don't like carousels or even don't have internet. You can't make your site accessible for everybody! Just consider the costs and benefits, and go for some reasonable option!
I myself think that a Javascript with CSS3 fallback works well for most everybody :)

You will end up displaying all of the images at once, or displaying one static image in browsers like ie6, if you don't want to use javascript.
I am looking to create a generic config pane for a grease monkey plugin. I was wondering if there exists a lib to make this easier?

Maybe you can use jQuery UI lib for building pane. Lib is full of easy-to-use visual components.
Given how simple you seem to want it, why not just hand-write some HTML and CSS and throw that up on the page? It's very easy to show a simple configuration window and takes very little effort to make it look presentable.
If you want it to look nice, jQuery UI. You could also try Cappuccino, but the more library you layer on, the clumsier it'll get.
For a simple layout, just use tables. Taboo, yes, but effective... and it IS just a configuration screen.

Can anyone recommend a library/plugin they used to progressively enhance native select element dropdowns at the request of a client? I know it's impossible to style a dropdown in IE, so it's either this or Flash which I don't want to get into.
I'll still leave the regular dropdown in the source for non-JS users and serve the dropdown replica built out of non-form control elements.
Assuming you mean a different library than YUI, I like dojo's dijit.form.FilteringSelect.
Turns out it wasn't all that difficult, pretty much the same logic as a dropdown menu except with a little extra for the toggling bit.

jQuery UI has an awesome floating window. What's cool about the jQuery UI version is that you can also package it with the UI theme manager, which means less time styling.

My favourite has always been Scriptaculous, which lets you do all sorts of interesting visual things. The new kids on the block use jquery. One of these two should do the trick for you.
There are lots of samples on both sites that do what you want.
Well at the most basic just create a div and inject content by setting innerHTML to an HTML string. Positioning it can be tricky since you have to worry about scrolling and different browsers have different means of controlling this. You may also want to position relative to some originating element in the page which you can do by digging the element and it's position out of the event object your javascript function receives when the originating element is clicked.

There are lots of different libraries out there for making windows. I have found that Livepipes has a very well rounded and customizable javascript library that includes a window control along with a variety of others. http://livepipe.net/control
One that I haven't used but looks promising, is prototypeui. It is based on the prototype and scriptaculous javascript libraries. jqModal is another I have used that is based on JQuery.
